Recognising their strategic importance, India has launched several initiatives like the India Semiconductor Mission (ISM) and Semicon India Programme to build a domestic semiconductor ecosystem.

Current State of India’s Semiconductor Manufacturing

India currently has a growing but limited semiconductor manufacturing capability. The country is strong in chip design and talent availability. Nearly 20% of the global semiconductor design workforce is based in India, with major companies such as Intel, Qualcomm and AMD operating design centres. India also has capabilities in chip assembly, testing and packaging (ATMP), with projects such as the Micron semiconductor facility in Gujarat.

Government incentives worth $10 billion aim to attract fabrication plants and semiconductor investments. Several proposals, including those by Tata Group and global partners, are under development to establish semiconductor fabs in India.

Critical Gaps in Semiconductor Ecosystem

Despite policy support, India lacks advanced semiconductor fabrication facilities (fabs), which require extremely high capital investment and sophisticated technology. The country also faces shortages in specialised infrastructure such as ultra-pure water, uninterrupted power supply and cleanroom facilities.

Another major gap is the absence of a complete semiconductor supply chain, including raw materials like silicon wafers, chemicals and manufacturing equipment. India also depends heavily on imports for semiconductor chips, exposing it to global supply disruptions.

Limited research and development capabilities and weaker industry–academia collaboration further constrain innovation in semiconductor technology.
