Critically examine how the decline in parliamentary sittings, weakened debates and committee scrutiny, and the marginalisation of the opposition have affected legislative quality and democratic accountability in India, and assess whether a fixed parliamentary calendar with minimum sittings can help restore Parliament’s constitutional role.
